SABABU ZA UBOVU WA BARABARA TANZANIA

MTAALAMU wa masuala ya ujenzi wa barabara, Bahati Mbambe amekosoa mfumo wa ujenzi wa barabara nchini kwa kutowashirikisha wataalamu na wakadiriaji majenzi (QS) kuwa unafanya barabara nyingi zinazojengwa nchini kutokuwa katika vipimo sahihi.

Akitoa mhadhara mwishoni mwa wiki kwa wakadiriaji majenzi na wanafunzi wa Chuo Kikuu cha Ardhi, Dar es Salaam, Mbambe ambaye ni Mtanzania anayefanya kazi katika nchi mbalimbali za Kiafrika, alisema wakadiriaji majenzi ni wataalamu wanaotakiwa kuingizwa katika kila fani ya ujenzi inayofanyika nchini.

Wizi wa kupunja vipimo unaofanywa na makandarasi wa barabara uliwahi kulalamikiwa na Waziri wa Ujenzi, Dk John Magufuli, lakini katika mhadhara huo, mtaalamu huyo alisema kukomesha tatizo hilo, Serikali sasa iwashirikishe wakadiriaji majenzi katika ujenzi wa barabara zinazojengwa nchini.

Alisema ndio fani pekee ambao ni mabingwa wa kusoma namba wakati wahandisi wanahusika zaidi na masuala ya kiufundi; hivyo akataka mamlaka zinazohusika kurekebisha mfumo uliopo nchini ili wataalamu waliosomea masuala ya usanifu majengo wawe wanashirikishwa katika miradi mbalimbali ya ujenzi wa barabara.

“QS ndio fani pekee ambayo unaweza kufanya kazi kokote duniani katika sekta ya ujenzi mkubwa wa majengo, barabara, madaraja, kwenye kilimo na hata kwenye madini,” alisema Mbambe na kuwaambia wataalamu hao kuwa hawakukosea kusoma fani hiyo kwani wako katika njia sahihi. Mbambe ni Mtanzania aliyewahi kufanya kazi katika nchi za Mali,
Ghana, Cameroon, Chad, Guinea, Niger, Rwanda, Kenya, Benin na kwa sasa anafanya kazi katika mradi wa ujenzi wa barabara kutoka Sumbawanga kwenda Laela mkoani Rukwa. Alisema alipokuwa anaangalia nyaraka zinazotoa mwongozo wa  ujenzi wa mtandao wa barabara kuu nchini, alishangaa kuona kuwa wasanifu majengo wa Kitanzania hawashirikishwi sehemu yoyote katika kuandaa nyaraka hiyo ambayo ndio mwongozo wa ujenzi wa barabara kuu za hapa nchini. Alisema nyaraka hiyo kwa sasa inaandaliwa na Wakala wa Barabara (Tanroads) kwa kushirikiana na wataalamu wa mikoani peke yao wakati katika nchi zingine zikiwemo zilizoendelea wasanifu majengo ni lazima washirikishwe hasa katika suala la kuhakiki vipimo vya barabara.

WHAT IS QUANTITY SURVEYOR (QS)

Rules state that a "Quantity Surveyor" means a
person educated, trained and qualified, and who is particularly and regularly engaged, for the purpose of livelihood, in the following work:

The preparation of Bills and/or Schedules of Quantities of materials, labour and services required in the construction and equipment of building, or engineering works, and;
The preparation and valuation of progress and final payments in connection with any contract or sub-contract, and;
The appraisal of the value of proposed constructions or other structures already erected, and;
The preparation of specifications when required so to do, and;
Acting as arbitrator in cases of dispute in connection with building, or engineering work, when required so to do, and;
To advise from time to time on cost management, or value management.
To carry out such other duties as may properly be those of a Quantity Surveyor.

So just what does a Quantity Surveyor do and how do you become one? Basically, the Quantity Surveyor is the person responsible for figuring out just what a building is going to cost and in some cases for making sure that construction costs and production are managed as efficiently as possible. In some of today's projects there may be many millions of dollars involved.

A Quantity Surveyor can identify and collate the costs involved in order to develop an overall budget for any project. They can then undertake cost planning which aims to help all members of the design team arrive at practical solutions and stay within the project budget. It is the final detailed estimate prepared by the Quantity Surveyors, in consultation with a project architect, which forms a basis on which subsequent tenders can be evaluated. Schedules of quantities translate the drawing, plans and specifications produced by the design team to enable each contractor to calculate tender prices fairly, on exactly the same basis as the competitors.

Once tenders have been accepted, the Quantity Surveyor can provide cash flow data to enable a client to programme his resources adequately to meet contract commitments. In other words, the Quantity Surveyor decides how much of a job should be paid for at any one time. With interest rates the way they are, no one wants to hand over money before it is due.

In most construction contracts, the contractor is paid monthly and the Quantity Surveyor can value the work carried out each month submitting a recommendation for certified payment.

The Quantity Surveyor can also be called on to assess cost effects when changes occur and agree on variation with contractors.

Following completion of a contract, the Quantity Surveyor prepares a statement of final account, summarising the cost charges that have occurred and arriving at a final contract sum.

OBJECTIVE AND FUNCTION OF CRB

Corporate Functions of CRB

In the pursuit of its objectives, The corporate functions of CRB can be summarised as follows

To register Local and Foreign contractors working in the construction industry.
To regulate the activities and conduct of contractors in the construction industry.
To set criteria for registration of contractors in different classes and review these criteria from time to time.
To verify and ensure that all works are undertaken by registered contractors.
To ensure that all construction works comply with the governing laws and regulation.
To review the performance of registered contractors from time to time.
To develop the skills and capacity of Local contractors.
To liase and interact with Local and Foreign professional Boards and Associations related to the construction industry.
To publish and disseminate information related to the construction industry.
Corporate Governance
CRB is committed to good corporate governance and has put in place various self regulatory and monitoring mechanisms to achieve this objective.The institution is lead by the Board of Directors who have the responsibilty of providing strategic guidance to management.This entails the approval of annual actiovities and financial plans and budgets in accordance to its strategic plan, monitoring of strategic outputs , financial performance and internal control procedures and reviewing CRB's performance and its levels of responsibilty and accountability as a public body.The Board of Directors is guided by the Board Charter.

Classification of Contractors

There are five types of contractors, namely:
Building Contractors
Civil Works Contractors
Mechanical Contractors
Electrical Contractors
Specialist Contractors
Categories of Contractors

There are two main categories:

Local Contractors

Foreign Contractors

Local Contracting firms are those whose majority shares are owned by citizens of the United Republic of Tanzania. Firms not meeting these criteria will be registered as a foreign one.

Temporary Registration

CRB also allows in for a procedure called Temporary registration wherein foreign firms incorporated outside Tanzania wishing to undertake specific contracted jobs provided they meet the following conditions.
The firm has a Certificate of Compliance from the Registrar of Companies showing that, the firm is, or immediately prior to entering Tanzania was, trading as a contractor in the capacity that satisfies the board of the firm's fitness to serve the public as a qualified contractor.
The firm has in its employment, only those expatriates, whose qualifications and skills are not available in Tanzania.
The firm has lodged an affidavit with the Board, that once the firm has completed the specific contract shall wind-up its business and not engage in any other contracting business unless it applies for permanent registration.

Temporary registration of a firm shall entitle it to undertake work only for the duration or period of the contracted works, as directed by the board. On the expiration of the contractual works, that firm shall cease to have the registration status and shall return the Registration Certificate to the board.
Classification of Contractors

There are seven classes for Building, Civil, Electrical and Mechanical contractors. For the Specialist contractors there are only three classes. Foreign contractors are restricted to classes one and two in the former types and to one, two and three in the latter type keep i touch you will receive news for it.

JE UNAIJUA AQRB (Architects and Quantity Surveyors Registration Board )

ESTABLISHMENT
The Architects and Quantity Surveyors Registration Board was established by the Architects and Quantity Surveyors (Registration) Act No. 16 of 1997 and published in the Government Gazette No 29. Of 1997.

OBJECTIVES:
The main functions of the Board are outlined under part II section 4 sub sections (i)-(xvi) of the Act No 16 of 1997 and its subsequent amendments inter alia:

* To provide for registration of Architects, Quantity Surveyors, Architectural and Quantity Surveying Firms and for related matters
* To regulate the conduct of Architects, Quantity Surveyors and cnsulting firms
* To enter and inspect the construction, installation or erection sites for the purpose of verifying and ensurering that the works designed are suoervised by registered professionals, and that they comply with all governing regulations and laws of the country.
* To take legal action against unregistered architects, quantity surveyors or cunsultanting firms
* To promote and provide opportunities and facilitaties for the study of and for the training in architure, quantity surveying and allied subjects.
* To sponsor, arrange and provide facilities for courses coonferences , semiars, discussions and consultations o matters relating to the subjects referred to the one above.
* To arrenge for publication and general dissemination of materials produced in connection with the work and activities of the Board
* To liaise with other institutions involved in architecture and quantity surveying.
* To offer advisory services to the constrution industry
* To conduct examinations or professional interviews as a mean of satisfying the Board for purpose of registration as to the competence to practice as professionally qualified architects or quantity surveyors as to the adequancy of practical training in architecture or quantity surveying
